**Answer**

$x^{2}+y^{2}-4y+3 = 0 $

$x^2+y^2-4y=-3$

$x^2+y^2-4y+4=-3+4$

$\left(x\right)^2+\left(y-2\right)^2 = 1$

$\left(x\right)^2+\left(y-2\right)^2 = {\left(1\right)}^{2}$
